After climate disaster and the collapse of civilisation, society has reorganised itself into a network of interdependent underwater cities. In the North Atlantic, bellicose Atlantis flirts with the limits of its protective mandate, driven by the AI that controls it, while Hanseatic submarine freighters play dangerous games of influence. Providence, a mysterious and peaceful colony that refuses to submit and lives in symbiosis with the ocean, brings tensions to a head.

As an assault on the colony turns into a disaster and the secrets of Providence escape the Atlanteans, an officer, Wolf Douglas, discovers a young survivor, Jihan, who is unlike anything he has ever seen. They get trapped in the abyss but are rescued by the adventurous and maverick crew of a commercial submarine.
